Information:

The rules for assigning values in this domain are:
1. An identifier in the common domain (arcs 0 to 126) is available for use only under the following rule: that the domain consists of definitions used in two or more ETSI deliverables. Names and values shall be allocated and registered by the ETSI Secretariat. Since only 126 values are available, domains should be used only if the commonalty of such a domain justifies this. The granting of a domain value shall be upon the recommendation of the relevant Technical Body.
NOTE: The rules for using the common domain are interim. These rules need to be rediscussed and agreed after the first 50 values have been allocated. New allocation rules need also to provide a justification that can be used in the formulation of subsequent rules.
The rules for assigning object identifiers are defined in EG 200 351 downloadable from http://portal.etsi.org (i.e. for an object identifier node local to a specific deliverable, the value below "etsi(0)" should be the last five digits of the number of the publication, ignoring any part number.
Thus object identifiers local to, say, EG 201 097-1 would be of the form {itu-t(0) identified-organization(4) etsi(0) name(1097)}.

2. The ETSI-deliverable-based domain (arcs 128 upwards) is the most commonly used form of ASN.1 Object Identifier in ETSI.
The object identifier tree value for a given ETSI deliverable is derived by deleting the first digit of its document number (and omitting leading zeroes).
EXAMPLE 1: The allocated value for ETS 300 182 is "182", or "0 4 0 182" in full.
EXAMPLE 2: The allocated value for TS 101 123 is "1123". The allocated value for ES 201 123 is "1123", or "0 4 0 1123" in full.
NOTE: The assignment of document numbers is independent of ETSI deliverable type. Technically, TS 101 123 and ES 201 123 are just two different versions of the same document.

This table is presented for information only. The formal definitions of the object identifiers are contained in the referenced documents. At present, only the object identifiers assigned under the ETSI arc are listed. Object identifiers under other arcs (itu-t, joint-iso-itu-t ...) do not appear.

I believe the allocation of the ETSI identified-organization was done in about 1992. It was certainly prior to the change of name from CCITT to ITU-T which happened in 1993.
Within ETSI, the allocation is detailed in EG 200 351. It was originally defined in ETS 300 351.

ETSI also owns the OID branch {iso(1) identified-organization(3) dod(6) internet(1) private(4) enterprise(1) etsi(13019)}.
