We have batted this around a bit and, to the best of our recollection, no specific action was taken to register this in the group developing X.841. We believed that registration would follow routinely on the official issuance of the number to us. I remember a discussion of concern about registration which I believe concluded with the notion that it would be registered during the review and publication process. All interested parties departed the group after completion of the FDIS and apparently there was no follow-up.
The ommission was solved in ITU-T Temporary Document TD 3191 Rev. 1.
