The Government of Canada Public Key Infrastructure (GOC PKI) has developed certificate policies (CPs) that represents the assurance levels of certificates issued by departments that use them. These Certificate Policies are required to be represented in a machine-readable form that can be embedded in the software and systems using PKI technology. These CPs will be represented using Object Identifiers (OIDs). An Object Identifier (OID) is a unique numeric identifier used to unambiguously identify information objects. Further specific information about objects and the role that they play within automated systems are provided in Appendix "A".

The purpose of this paper is to provide to the reader the governance structure for the implementation and registration of GOC PKI OIDs that are specific to the certificate policies developed and approved by the GOC PKI PMA.

This document is not intended to address OID registration for departments that have developed their own policies and require departmental/agency Policy OIDs. However, the process described in this document can be used as a model and can be adapted as a departmental process. Departments that develop their own CPs are requested to file a current copy with the GOC PKI Secretariat.

The national registration function for Object Identifiers for the non-government/ commercial/industrial sector has been delegated by the Standards Council of Canada (SCC) and the Canadian Standards Association (CSA) to the Canadian OSI Registration Authority (COSIRA).

COSIRA has assigned to the Government OSI Registration Authority (GORA) responsibility for the registration and publication of the OIDs assigned to GOC departments and agencies. GORA has established a hierarchical structure (a tree) for object identifiers (OIDs). This tree provides for a naming structure that ensures that an object may be unambiguously identified within the Government of Canada (GOC). The GOC Public Key Infrastructure (PKI) will use OIDs to identify the Certificate Policies (CP) that have been approved by the GOC PKI Policy Management Authority (PMA).

GORA has defined a tree branch for security objects (securityObjects) under the Government of Canada (gc). GOC PKI, a key component within the securityObjects, has been assigned to the GOC PKI PMA and therefore the PMA becomes responsible for defining the object to be registered under the following branch:
