OID description    
  member-body is a standardized identifier (this identifier may be used without its associated number in an ASN.1 OBJECT IDENTIFIER value).

Description:

This arc contains a sub-arc for each ISO National Body, which is free to allocate subsequent arcs.

It seems that this arc was deprecated in favour of {joint-iso-itu-t country(16)}, except there may be differences in who administers them. Also it makes more sense to have a common registration authority for a given country than to have one each as the State Member of ITU-T and the National Body of ISO.
 

Information:

Each country (thus, each ISO National Body, but not all countries are Members of ISO) has a 3-digit code defined in ISO 3166-1 (see the ISO 3166/Maintenance Agency). A country code is allocated by the UN Statistics Division.

Note: The existence of a country code in ISO 3166 does not necessarily imply that there is an ISO National Body representing that country or that the ISO Member Body for that country administers a scheme for the allocation of object identifier components.
